Forest City Ratner will present his plans for the first of the 15 high-rise apartment buildings that are going to be built at Atlantic Yards next to the Barclays Center. The developer will present his plans tonight at a public meeting Brooklyn Borough Hall, 209 Joralemon St. at Court Street. 6:30 p.m.
